Scalability
WebOSB is an ideal solution for any emergency operations center. Because WebOSB was originally developed to concurrently support multiple emergency operations centers, agencies, and facilities at the local, county, and state level, it can support a large, complex multi-user environment.
PNNL has fielded and maintained WebOSB at sites ranging from a single emergency operations center to multiple emergency operations centers each with their own database. Information for separate emergency operations centers, agencies, and facilities are stored in separate Oracle databases, which automatically transfer shared status information between the databases. In the last 10 years, PNNL has established multiple emergency operations center site configurations ranging from 2 to 14 emergency operations centers.
Because WebOSB and its supporting components (Oracle database and web server) can be quickly installed and implemented on a standalone PC, an administrator can quickly place WebOSB in the field and link it to a larger network. For example, if a hurricane knocks out all electrical power to several counties, a laptop with WebOSB could be linked via a satellite connections. Status boards could be designed or updated for this situation. Information would be collected and shared in real-time to decision makers so they could begin accessing the needs of people and damage to property.
